The Eevee in some regions look very similar to other Eevee, but seem to have a slightly different set of capabilities, and react to totally different environmental stimuli.
It can be hard to determine which stimuli an Eevee will react to, but enthusiasts swear they can tell the difference on sight. There's intense competition between fans of the two known Eevee types and their various evolutions.
Additional Info This Eevee is treated mechanically as a separate form, similar to Rockruff with the ability Own Tempo (which are the only Rockruff able to evolve into Dusk Lycanroc). Only Eevee in this form and with these abilities can evolve into the Pokémon shown here, and they are unable to evolve into other Eeveelutions such as Vaporeon, Umbreon, or Sylveon.
This is done for two practical reasons:
Separating the Eeveelutions means I'm not required to include all of the canon Eeveelutions in a given project just because I want to use some fakemon Eeveelutions. They're adorable, but there are eight of them, and they take up a lot of space! If I do want to include the canon Eeveelutions later, I can just add the original Eevee to the site alongside them at that time, or maybe have them only appear as a "postgame"/"National Dex" species, etc..
If Game Freak later introduces, say, a canon Steel-type Eeveelution , it doesn't automatically conflict with mine, since they technically evolve from two different kinds of Eevee.
