The user disperses electrically charged particles, which changes Normal-type moves to Electric-type moves.
Effect
Changes all Pokémon's Normal moves to Electric moves if they haven't moved yet this turn. Moves with the Has charge turn flag are only affected if Ion Deluge is used on the turn they hit. Does not affect Struggle.
If used by a Pokémon with Normalize, Flying Press will deal Electric/Flying-type damage. Freeze-Dry used by a Pokémon with Normalize still only does 2× damage against Water Pokémon even if Ion Deluge changes its type (although Ion Deluge will cause Freeze-Dry to deal super-effective damage to Water Pokémon if used during an Inverse Battle).
